The only reason they didn’t attack Konoha would be that they lost in the last war.
As for sand, they turned all out intending to attack Konoha, so that they can gain fertile lands, food, water, money, and probably everything else you can think of, those poor bastards are the definition of broke.
A perfect setup for the world if you think about it at first, but, the 2nd, 3rd and 4th strongest countries are duking it out, while the strongest nation would have to defend it from the weakest nation.
But no one can find a fault, because technically, it’s the five great villages. And it’s not like Konoha would be without opponents.
"So, when do we start?" I asked with a smile
The war was going to happen anyway, and rather than letting that Momma’s boy Zetsu be the only player behind the scenes, it was better to direct it ourselves.
"Let’s start it gradually, I will start extensive training of our shinobi, and better preparations, so, let’s schedule the war to properly kick off in a year.
You can start with minor scuffles between them, raising their vigilance against each other... remember, even we need to take some losses so as to prevent suspicions against us." Sensei said in a serious tone

"Besides, there’s this new experiment I am doing, combining Genjutsu and sage chakra, combined, the illusions formed are rather indistinguishable from nature itself, far increasing its potency.
This will be my secret weapon to start this war."
"Genjutsu enhanced with nature chakra... a great idea indeed." Sensei commented.
"Now, if you would excuse me, I have some very important work to do." I said, waved my hand, and vanished using Flying thunder god.
Appearing outside the hokage tower, I extended my senses, to look for Tsunade, an soon a smirk crept into my face, and I vanished once again.
"Eiiyaaahhhh!!!!" A shriek which nearly took out my eardrums and would have probably alerted all of Konoha if not for the sound barrier I placed just now escaped Tsunade’s mouth.
So, what happened was that I found out that Tsunade was about to go and take a bath.
