To progress through the Unity Form Synthesis Realm, you must acquire a modicum of 'Unity' between all your 5+ aspects of existence.
Azmodeus had successfully broken through to the Early Unity Form Synthesis Realm, meaning that he had achieved Minor Unity in all aspects of his existence.
This was to say that he was slowly but surely reaching a state of perfect equilibrium, and if he kept treading along this path as he has, then it would take no time at all for him to obtain something called 'Overflowing Unity'.
