Overall, Samuel is better because he is not interested in the weak. Beelzebub treats all the same; whether you are Fourth Level or Sixth Level, if he finds you tasty, he will certainly devour you.
"Of course, it’s the great Samuel Dominator," Magic Power Yista replied.
