Uchiha Fugaku and the ten captains from the Police Force followed Sarutobi Eisuke to the Konoha Hospital.
As they entered, they saw a very noticeable room where several people were loudly complaining.
There was a lot of noise, and the people were expressing their anger at the Uchiha clan.
When the captains heard the insults, Uchiha Shin's face turned grim. The people in the hospital were mostly local troublemakers who had been involved in theft and other crimes.
In short, they were troublemakers!

As Uchiha Shin felt distressed, Sarutobi Eisuke brought him into the room.

Uchiha Shin and the other captains were furious and clenched their fists at Eisuke's words. It seemed Eisuke was just trying to provoke them.
"Hey, isn't that the captain of the Uchiha Police Force? What are you doing here? My body can't take any more beatings from you!"
"Apologize? Just stop hitting us!"
"Humph, everyone knows the Uchiha clan is the best!"
When the Uchiha clan arrived, people began to stir, their faces showing defiance.
"You committed crimes, stole things, and hurt people during the riot. Is it wrong for us to stop you?" Uchiha Shin said, pointing at the loudest young man. "Yamano Sandan, you were blocking a woman on the street. We arrived, stopped you from resisting, and I took action. And you stole..."
Uchiha Shin was ready to list all the crimes these people had committed.
"Clan Head Fugaku, is your captain here to apologize? It's going to be hard to get forgiveness from the injured. Lord Hokage is waiting for our report!" Sarutobi Eisuke, seeing Uchiha Shin about to list the crimes, turned to Uchiha Fugaku.

Fugaku looked at Uchiha Shin and the captains with him, expecting them to apologize.

"I don't want to do this anymore! I don't want to be the captain of the Police Force anymore!!"
Uchiha Shin erupted, glaring at Fugaku with anger. "Uchiha Fugaku, I've had enough! If you want to apologize, you do it yourself. It's just the captain of the Police Force unit—I'm resigning!"
Fugaku's ongoing pressure had pushed Uchiha Shin to his breaking point, and he exploded in frustration.
