Actually, it's the opposite. The Bearer of Fate supports Rama and wants to eliminate godslayers. As for Pandora preordaining godslayers—also not true. She simply appears when someone kills a god, absorbs the Authority via the Circle, and passes it on.
If she could "preordain" godslayers, they'd be mass-produced by now.
