"Garp might not be wrong. Using pirates to fight pirates was a desperate move. When the Great Pirate Era hit us like a tsunami, the World Government was completely unprepared. Things look worse now, but in reality, we do have the strength to take control. Honestly, the Warlord system… it's starting to feel pretty obsolete."
